Clinical Laboratory Evaluation Program

Electronic Proficiency Testing Reporting System

The Clinical Laboratory Evaluation Program (CLEP) has developed the Electronic Proficiency Testing Reporting System (EPTRS) for laboratories to report proficiency testing results to CLEP, and to receive scored evaluation reports, in a secure and reliable manner over the Internet using common web browsers.

Laboratories are required to submit proficiency test results through the EPTRS for all categories of testing except Cellular Immunology (Lymphoid Function, Lymphoid Immunophenotyping, T-Lymphoid Immunophenotyping and Malignant Leukocyte Immunophenotyping), Cytogenetics, Forensic Identity and Oncology (Molecular and Cellular Tumor Markers). 2009 Proficiency Testing Schedule

How to access EPTRS

EPTRS is a utility on the NYS Health Provider Network (HPN), a system designed for secure transmission to the Department of Health. Therefore, to use this system, your laboratory must first be enrolled in the HPN. Please use the following form to start the affiliation process: Laboratory/HPN Affiliation request (fillable PDF -- 41K).

  • Newly permitted laboratories and new users - For assistance with affiliating laboratory directors, delegating submitters, with test result entry, saving and submission, or to request the HPN Affiliation request document in alternate formats, please email: clepeptrs@health.state.ny.us.
    * Please note that HPN account processing may take more than a week.
  • HPN affiliated laboratories and users - For assistance with HPN accounts and passwords, please contact the Commerce Accounts Management Unit (CAMU) at 866-529-1890 before 5 PM EDT.

EPTRS Features

  • Persistent Data - The system displays the analytes, instruments, reagents and methods entered during the last event, eliminating redundant data entry.
  • Result Validation - Entries are validated for incomplete submissions, eliminating failures for missing entries, incorrect units or decimal places.
  • Submission - Results must be submitted by the laboratory director, an assistant director or a delegated submitter.
  • Scored Evaluation Reports - Users are notified by email when scored evaluation reports for Bacteriology, Mycology, Parasitology, Virology, Human Immunodeficiency Virus and Immunohematology are posted. Other proficiency event categories still receive scores by postal mail.
  • Participation History - Users have access to archived proficiency test results and evaluation reports.
