Certificate of Qualification & Laboratory Director Requirements

New York State Public Health Law requires that all individuals designated as laboratory directors or assistant directors at a clinical laboratory or blood bank holding or applying for a New York State clinical laboratory permit to hold a Certificate of Qualification in the required category(ies).

*NEW* New York State Public Health Law, Section 573 was amended effective February 15, 2025, to require a Certificate of Qualification to be issued in accordance with the federal regulations governing laboratory directors.  Please refer to Part 19 of Title 10 of the New York, Codes, Rules and Regulations also governing the issuance of a Certificate of Qualification. A determination on eligibility for a Certificate will be made using the more stringent of the two standards on a case-by-case basis.
